The present work is almost certainly a self-portrait of the artist, sitting, either drawing on a large sheet of paper or perhaps even reading a newspaper. In his later years (he died aged 49), McEvoy was in the habit of wearing reading glasses to draw, as can be seen in at least two self-portraits, one sold at auction on 22 March 1995, and the other sold at Christie's on 20 October 2005, lot 6. 

The setting is McEvoy's London studio with its famous skylight, used by him in combination with electric lighting for many of his best-known portraits. Books or more likely folios lean against the chair, and the picture on the wall, which might be a copy of McEvoy's early painting "The Engraving" (which itself features a painting on the wall and print on the mantelpiece, a device seen in other early works), perhaps add to the sense this could be a self-portrait.
